It is not one's fault, if he doesn't know...

Well, I agree.. if you don't know.. why should you be blamed?

BUT

My definition of “不知” comes in 2 hand-in-hand parts
1) You have no knowledge
2) You are not expected/supposed to have the knowledge


If you ARE supposed to know i.e. it is your responsibility as a reviewer/checker/overseer

"I don't know" is no an excuse at all
